Membergroup not available in Topic Announcement

1. I created a new membergroup (based off regular members) called Pilot.
2. I have two other membergroups (Administrator, and Officer).
3. When creating a new topic, I choose to announce that topic---- on the announce topic page I have the following:
Send an announcement
This form allows you to send an announcement to the selected membergroups about this topic.
Send an announcement about this topic to the members: Testing Annoucement
x Administrator (2)
x Officer (9)
x Check all
Why isn't 'regular members' or 'Pilot' available in the list? Any Ideas what I'm doing wrong?

are you sure you did not make pilot a post count based group? also regular members should be on the top of the list of who you can send the message to if you are using the Announce topic check box.
