In my index.template.php

Can i change it to---
 // Please don't index these Mr Robot.
   if (!empty($context['robot_no_index']))
      echo '
   <meta name="robots" content="index" />';   */

or where should i will add
<meta name="robots" content="index" />

why do you want to change that? that would mean that pages that are already deemed duplicates would get crawled by the search engines, and you usually dont want that.

I want that google will index my forum fast. Therefore where i have to place it.

that has no effect on how fast your forum gets indexed and will cause more issues as i stated above. you are best to leave things just as they are unless you really know what will happen if you change them.

specifically - changing the noindex to index will actually PENALIZE your site in google...  because you will have a lot of duplicate content/pages. Google does not like that and ranks sites with duplicate content LOWER.

Also, as Illori said, changing that has ZERO effect on the speed which google will scan your site.

if you want to TRY to speed it up, then register with google's webmaster tools and submit your site's XML sitemap to the tools.
